Resident and Coupon Parking schemes proposals


WCC wants to improve guidelines for the operation and management of these schemes. Among other things the proposals include changes to residents' permit eligibility criteria, and reducing the number of permits allowed for multi-unit dwellings.

Council also want to hear views on the price of Residents' Parking, Coupon Exemption and Coupon Parking Permits.

Tell the Council what you think. Deadline is Friday 16th October 2009.

  1. This is our submission to WCC. Any comments welcome.....

    We do not agree that the current system needs changing.
    We live on the fringe of the Thorndon Zone closest to the CBD and have an abundance of Resident parking during the evenings and weekends. It is during the weekday that no resident parking can be found. This is due to people in Thorndon travelling within the zone, active permits but now moved away, active permits on sold vehicles and scams like so called 'shared vehicles'.
    Unless Parking and Infringements crack down on the abuse of the Resident Parking scheme, there will always be a constant inflow of new vehicles abusing the system
    This proposal will penalise the true residents and make it even easier for abusers to find a park close to the CBD.
    We believe the following needs to happen to fix the resident permit system.
    1. Carve large resident parking zones into smaller enclaves, so that travelling within, serves no benefit.
    2. Find a way to stop people abusing the system. There are rules but they aren’t being enforced. Change the rules so WCC can fine residents who allow others to gain permits via their address. Fine those using permits that have left the area or bought a car with the permit. In the past all WCC has done is revoking the permit, which does not send a clear message to abusers.
    This proposal is draconian and unfair on those who live in the city fringe. People living in the suburbs use their garages as they wish (hobbies, workshop etc) and have as many vehicles as they wish. We have a rental property with a very small garage and as a result tenants have to park large cars on the street.
    Parking pressure in the city will be addressed by increasing the cost of coupon parking to a level where people’s behaviour changes.

  3. I am a resident of 81 Hill Street, Thorndon. Seems am not eligible for resident parking and this is unfair to the residents who are staying within that area. Can you please help ?
